Our Promise:
Quality,
Affordability,
Certainty

We are a team inspired by a powerful motivator: the need for working people in high-cost communities to have access to quality housing. Our commitment to doing this work more effectively leads to a higher quality of life at a lower cost for the communities we serve. Our focus on minimizing risk provides assurance to our partners who invest valuable resources in achieving successful outcomes.

“There’s a scarcity of resources to build
affordable housing, so one of our goals is
to do it with the least resources possible,
so that more can be built.”

—Caleb Roope

A Quarter Century—Milestones and Memories

1998

Beginning

In 1998, Caleb Roope recruited a team of talented professionals to form his first housing-focused company, which would ultimately become Pacific West Communities, Inc., TPC’s affordable multi-family development division.

2003

Building

In 2003, Caleb added a construction division to reduce execution risk and better align builder and developer incentives. Shane, Zack, and Ken joined to help form Pacific West Builders, Inc., which many here now simply call “Builders.”

2007

Moving

As the team and its workload grew, the brick walls of the original office refused to. So, they packed up and left that little office and its neighboring tavern behind, relocating to TPC’s current headquarters in Eagle, Idaho.

2010

Diversifying

In the 2010s, we broadened our offering by adding two new specialized divisions: market-rate multi-family and commercial development. Pacific Partners Residential, Inc. and Pacific Commercial Properties, Inc. have expanded our impact beyond affordable housing.

2018

Innovating

In 2018, TPC partnered with two modular veterans to found Autovol, Inc., a first-of-its-kind automated manufacturing plant for modular housing. Autovol now leads the US in modular affordable housing production, employing about 200 humans and a few dozen robots.

2022

Leading

For the second time, TPC was ranked #1 in the nation on Affordable Housing Finance’s list of the top 50 affordable housing developers. 2022’s #1 ranking was based on 3,091 units starts and 1,411 completions during the year, eclipsing the 2018 production totals that earned TPC its first top spot.
